CPD takes an aggressive approach to providing its officers with the best technology possible. Wi-Fi laptops in cruisers for computer-aided dispatch, electronic report-writing, and access to online law enforcement databases are as much a part of a CPD officer's equipment as sidearms, handcuffs, shotguns, TASERs, and body armor.
CPD also employs a “Predictive Policing” philosophy of law enforcement. Predictive Policing is a proactive approach to crime, which incorporates elements of Intelligence Led Policing (ILP), problem solving, neighborhood policing, COMPSTAT, and hot-spot policing. COMPSTAT, short for COMPuterized comparison STATistics, closely aligns the resources of, and communication between, the department’s Patrol Division, Criminal Investigations Division, and the Crime Analysis Unit (CAU). The COMPSTAT process is based upon four principles: timely and accurate intelligence, rapid and focused deployment of resources, effective tactics, and relentless follow-up and assessment. Central to C.P.D. COMPSTAT is the use of the department’s computerized crime mapping program, which provides up to the minute crime information to not only Commanders, but patrol officers as well via their lap-top computers.
In addition, CPD maintains a state-of-the-art Communication center, which also functions as a back-up Comm Center for Pinellas County and has AVL capability. And, unlike many police departments, CPD has its own in-house civilian computer support unit.
